政府編列人事費 逾半數用於國軍現役及退役人員
立法院預算中心發布「108年度中央政府總預算案整體評估報告」指出，近年中央政府歲出人事費及業務費預算的配置，高度集中於軍事需求，近年我國中央政府總預算歲出預算編列的人事費中，有逾半數是用於國軍現役及退役人員，資源運用偏重於少數機關及特定職類人員的情形頗為明顯，建議應適度緩降。
預算中心說，108年度中央政府總預算案歲出預算計編列2兆220.29億元，其中歲出第一級用途別的「人事費」及「業務費」科目編列數各為4,266.87億元及2,657.86億元，占比分別為21.10%及13.14%，都是中央政府各機關為推動各項業務計畫、達成所訂施政目標所需的重要科目經費，但檢視近年該二科目預算的配置，存有高度集中於軍事需求現象。
預算中心說，「人事費」科目預算前經略減後，近年又轉趨遞增，且逾半用於國軍現役及退役人員。
預算中心指出，依相關法令對於不適任人力採取考核淘汰、資遣、不續約、訓練、工作重新指派等管理措施。」、「為增進人力精簡之效果，行政院得不定期採取具有時限性之人員優惠離職措施，…。」但105年度至108年度在各類職工員額減少有限、國軍志願役人數漸增及調薪因素影響下，中央政府總預算歲出的人事費仍呈遞增趨勢。該科目預算前由102年度的4,146.48億元降至104年度的4,070.97億元後，隨即逐年上升，至108年度已達4,266.87億元 ，其占中央政府總預算歲出總額之比率21.10%，雖較107年度之21.65%降低0.55個百分點 ，但所需額度卻為歷年來最高。
預算中心說，又如進一步就102年度至108年度各機關人事費預算編列情形加以檢視，國防部主管各年度人事費預算編列數最低1,427.67億元(104年度)，最高1,581.41億元(102年度)，占中央政府總預算年度人事費歲出預算總額的比率達35.07%(104年度)至38.14%(102年度)，是最主要之需用機關。如加計「退輔會」每年度為國軍退除役官兵所編列約660億元至730億元的「退休退職給付」人事費，則該項占比更達51.46%至55.75%不等。換言之，近年我國中央政府總預算歲出預算編列的人事費中，有逾半數係是用於國軍現役及退役人員，資源運用偏重於少數機關及特定職類人員的情形頗為明顯。
